According to government figures, some 277 families living within the 10-meter easement have been evicted and their houses demolished since September 26. The people and the NGOs put the number at 400 families including structure owners, sharers and renters. In the demolitions, a sickly 70-year old woman died; two women suffered bleeding. A demolition crew member was stabbed dead by irate residents.

Two male residents were injured. As monitored by UPA and CO-Multiversity, 58 families were resettled in Kasiglahan 1 Village in the municipality of Rodriguez in Rizal province while another 109 families were transferred to Sunny Brook I in the municipality of General Trias, Cavite province. The relocated families complain of high transportation expenses and both places have no job and livelihood opportunities. Some 30 families are still living in the demolition site and were not relocated because of some problems in the qualification process.

Some families, for example, found that although the government listed their names, the lots assigned to them were given to other families. Some three hundred families living outside the 10-meter easement and the 30 families are daily harassed by the barangay chairman and his five barangay policemen. The residents could not complain to the local policemen who are all perceived to be friends of the barangay chairman. Around 1,000 children have stopped their schooling because of the demolitions. The children transferred to KVI say their classrooms are overcrowded and they have to bring their own chairs to school.

Thank you for your further communication about the implementation of the Resettlement Action Plan (RAP) for the Pasig River Environmental Management and Rehabilitation Sector Development Program (SDP). The SDP is overall pro-poor through the entitlements and opportunities provided for resettled persons under the RAP and by improving municipal services and living conditions for urban poor in areas adjacent to the Pasig River. The RAP has been designed to meet ADB guidelines on resettlement and safeguards the interests of affected families. In addition to safe, sanitary housing the RAP provides assistance with transport, livelihood, education, and other benefits. The RAP also contains the procedures for dispute resolution; ADB is continuing its dialogue with Philippine nongovernmental organizations (NGOs) and representatives of the affected communities. ADB is also working closely with the Government executing agency to improve the implementation of the RAP and ensure that the benefits and entitlements are provided in a timely manner. Financial information about the SDP is contained in the Report and Recommendation of the President (RRP) for the project and the RAP. Both documents are available to the general public. The RAP may be obtained from the Pasig River Rehabilitation Commission (PRRC), the executing agency and also from ADB Office of External Relations (OER). The RRP may be obtained from OER. ADB will continue to coordinate closely and engage in a dialogue with all concerned parties, including NGOs, people organizations (POs), affected communities, and Government agencies to ensure that the RAP is implemented smoothly.
